The Advocacy Priorities of Non-Governmental Organisations in the Field of Migration

Participants in the workshop organised on 25 January by the Association for Health Promotion discussed about the perspective of creating a Coalition for the Rights of Migrants and the possible advocacy actions to be developed under the Coalition's umbrella in relation with Romanian authorities.

The coalition consisting of non-governmental organisations will define a common agenda in view of legal amendments and institutional practices in the field of migration.

Several of the most severe problems faced by foreigners in relation with authorities: the language barrier; the lack of documents (the requirement for these documents to be translated, sometimes apostilled); the educational level barrier (particularly for foreigners from Muslim countries, mainly for women with no education or with 2-3 grades completed), bureaucracy, public servants not knowing or not observing legislation, migrants' exclusion from certain rights or professions (e.g. foreign citizens may not be certified translators, medicine graduates have no right to practice etc.).

Potential common advocacy actions on the short and medium term were debated: facilitating migrants' access to qualifications, considering that some of them have not completed the compulsory formal education for qualifications, or are not able to bring evidence to that effect; simplifying administrative procedures; solving the issues related to registration in the Health Insurance Houses; eliminating the employment permit for TCNs' family members; facilitating access to education for foreign citizens' children; preparing the contingent of migrant workers based on deficient fields, rather than on types of workers; eliminating the salary limits imposed by legislation in force for migrant workers and others.

Representatives of the following organisations were present at the meeting: Romanian Association for Health Promotion - Research and Information Center on Immigrant Integration (CDCDI; Conect Association; Centrul pentru Inovare Publică (Centre for Public Innovation); Consiliul Naţional Român pentru Refugiaţi (Romanian National Council for Refugees - CNRR); ICAR Foundation; ARCA Association; Advocacy Academy in Timișoara and Centrul de Cercetare și Comunicare Interculturală (Centre for Intercultural Research and Communication) in Iași.

The event was organised by the Romanian Association for Health Promotion (ARPS) and their partners - the Advocacy Academy in Timișoara and the Centre for Intercultural Research and Communication in Iași, within EMINET project - Development of a network of NGOs activating in the field of migration.
