The fourth annual report in the "Immigrants in the Italian labour market" series has recently been presented to the media by the General Direction for Immigration and Integration Policies within the Ministry of Labour and Social Policies in Italy.
The report provides data on migratory flows, population, active and passive policies, welfare systems and the labour market.
As compared to previous editions, the 2014 Report also takes into account the family dimension, employment and professional transitions of immigrant citizens. It also undertakes an in-depth analysis of the youth from various migrant communities who are not included in employment, education or training programmes.
The report shows that about 30% of aliens with a residence in Italy are from EU member States, with Romanians being the most important group (about 1,000,000 persons). The most widely present third countries are Albania, Morocco, China, Ukraine and the Philippines.
The presence of migrants on the labour market in Italy has become more and more important between 2000 – 2007. The maximum level of foreign labour absorption was registered in 2007 and then started to decline since 2008. The employment rate of migrant workers is currently higher than for natives, 58.1% in 2013, slightly higher than in 2012. Similarly the unemployment rate among migrants is higher by about 6% than for native population, reaching 17.3% in 2013. In the same period there were 1.8 million migrant families in Italy, of which 585,000 from EU Member States and 1.2 million from third countries. 59.8% of Italian families had at least one member employed, as compared to 82.8% of migrant families.
"The aim of the report is to provide institutions, operators and public opinion with the trends of immigration impact upon the labour market in Italy and to offer the Minister of Labour an instrument based on data from various institutional sources, statistics and administrative documents, as well as different perspectives on the contribution of foreign workers and employment in our country (...)”, said Natale Forlani, general manager for Immigration and Integration Policies within the Ministry of Labour and Social Policies, in the foreword of the report.
