The Budapest Process is a consultative forum with over 50 governments and international organisations in Eastern Europe - Asia region, established at the initiative of the International Centre for Migration Policy Development (ICMPD).
In 2013 the Partnership Statement on Migration in the Silk Route region was adopted within the Budapest Process. The countries included in this area are Afghanistan, Bangladesh, China, Iran, Iraq and Pakistan. The project "Fostering Cooperation in the Area of Migration in the Silk Routes Region", completed in April last year, aimed to improve migration management in four of the countries in the region (Afghanistan, Bangladesh, Iraq and Pakistan), which generated large flows of migrants and asylum seekers. The results include, in addition to the interactive migration map, the country reports for Afghanistan and Pakistan, available on-line.
The aim of the reports was to create a comprehensive knowledge base in the area of migration, based on the realities in Afghanistan and Pakistan, in order to help the social actors to understand the complex migration phenomenon in these contexts, as well as the connections with other fields at national, regional and international level.
The cooperation between countries along the Silk Route increases the chances of managing migration in the region, in order to enhance countries’ control upon migration while at the same time protecting migrants rights. The project not only presents a factual reality but it also proposes measures to facilitate transition from humanitarian aid given to countries in the region to long term development activities. Moreover it provided to the countries concerned a framework for constructive dialogue with their European counterparts and among them, to enable a comprehensive understanding of the general issue of migration in the region.
The two country reports comprise statistical analyses and information specific to each country, in the overall socio-economic context of migration, as well as migration trends. They include data on legal migration, asylum and international protection, information on illegal migration and return - elements which can afterwards underlie the planning and development of migration policies. The two country reports - for Afghanistan and Pakistan - can be downloaded at https://www.budapestprocess.org.
