Immigrants' integration in Germany at federal and local level

Although fragmented over several levels of government with a low degree of coordination, integration policy in Germany has made progress over the last decade. Nevertheless, civil society organisations and employees in public services continue to request a shift from preparing policies targeting specific groups to measures directed to the overall society or to youth, hoping that this would clarify areas of responsibility between the federal and local governments.
Citizenship, free movement and passports are the responsibility of the federal government. Education is the responsibility of local governments (lands). It is not clear whether the integration policy, which involves multiple fields, falls under the jurisdiction of the federal or local governments, but it is characterised by a lack of horizontal coordination between governmental departments and between lands.
The report "Coordinating Immigrant Integration in Germany: Mainstreaming at the federal and local levels" focuses on reviewing the institutional framework and immigrant integration policies at local and federal level, with a focus on youth education and employment.
The report is the outcome of a comparative research project conducted by MPI in collaboration with the Centre on Migration, Policy and Society (COMPAS) at the University of Oxford and Erasmus University in Rotterdam.
