MISMES Project, employment support for migrants

The Migration Policy Centre at the European University Institute (EUI) and the European Training Foundation (ETF) are partners in the MISMES project (Migrant Support Measures from an Employment and Skills Perspective). MISMES aims to achieve an inventory of measures taken in origin countries to support migrants from the point of view of skills and employment.

The study aims to provide a realistic basis for EU's collaboration with neighbouring partner countries in the area of skills and employment for legal migrants. The global study will assess various types of migrant support measures in terms of their cost-effectiveness and their impact on the outcomes of migrant workers on the labour market. Migrant support measures are defined as policy interventions aimed at improving the labour market integration of migrant workers/returnees and reducing the underutilisation of migrant workers’ skills before, during, and after migration.

Based on the information collected, factors of success and common elements will be identified, including contextual factors that may affect the impact of the measures, as well as the challenges in implementing each category of migrant-support measures.

In the first phase the project team prepared a questionnaire addressed to practitioners and organizations implementing such measures. In the second phase of the project, the methodology developed for the General Inventory will be applied to case studies aimed at analyzing support measures in five countries of the EU Neighbourhood (Moldova, Georgia, Armenia, Morocco and Tunisia). The aim of those case studies is to optimize the Mobility Partnerships and migration policy dialogues with the EU from a skills and employment perspective.
