Strategic guidelines on asylum in 2014-2020 in the European Union

The Migration Policy Institute Europe (MPI) and the International Migration Initiative of the Open Society Foundations support the European asylum strategy by analysing policies that examine a number of the current challenges as well as possible ways to address them. The European Council adopted at the end of June the strategic guidelines for Justice and Home Affairs for the 2014-2020 period, which include the asylum and migration policies.
So far, great progress has been made towards the creation of a European asylum system that establishes common standards for refugee protection, however important obstacles to its application remain.
This report identifies the main issues that should be included in the strategy and emphasises the need to find areas of convergence among the interests of Member States and other EU stakeholders. The authors believe that, for an efficient European asylum system, the principles of "solidarity" and "fair sharing of responsibility" must be put into practice to the same extent by all Member States, by extending resettlement to the European Union; by investing in integration strategies for those granted protection; and by cooperation actions regarding asylum.
The main areas with difficulties are: applying the EU asylum legislation; applying the principles of solidarity and sharing of responsibility; coordinating Member States; resettling those who need international protection; and integrating those granted protection. Recommendations regarded various aspects from the problematic areas identified, such as: improving practical cooperation and investing in training on aspects related to information from the countries of origin and the asylum system; creating networks and quality assurance mechanisms for national asylum systems; using national monitoring mechanisms; enforcing compliance with the Community acquis in Member States and assisting them in this regard.
