Romania and other 47 member-states of the European Council, commit themselves to support each other in the development of educational policies base on competency, and to guarantee the fortification of educational institutions, according to the national specific. There is also a written document in this regard, The Final Declaration of Helsinki, signed by our minister of National Education, together with the homologue ministers in the other participating countries.
On this occasion, on April 27 2013, a conference was organised, and the ministers who participated in it commit themselves to ensure the ethics and quality and to involve all the actors in the process of educational policies implementation: teachers, parents, pupils and students, etc.
According to the document that was adopted, there is a plan in five points, by means of which the access to quality education is guaranteed for each pupil in Europe and beyond, including Roma children, immigrants and other categories of vulnerable children or socially disadvantaged.
This plan also includes the creation of a platform at European level and of an ethic code for teachers, meant to fight against corruption and fraud in the education field. The platform will offer instruction, codes of conduct, accreditation and quality, but will also be an environment for sharing the best practices.
At the Conference of Education Ministers, the E.U Commissioner for Education, Androulla Vasilliou, UNESCO representatives, those of the European Parent Association, of the European Students Union, as well as of several European non-governmental organizations took part and agreed on the introduction of democratic and intercultural competencies in school syllabus and universities.
